Washers are used between the adjusting nut and the wood and can adjust how deep the truss rod nut sits on the truss rod. Genuine Fender parts which do the job

The truss rod adjustment on my new (used) '62 AVRI Strat was maxed out so I couldn't reduce the excessive relief. Turns out it's a thing that necks can shrink a bit over time, which is why Fender sells these brass washers to go in between the neck and the truss rod nut (giving you back a couple of threads).

Note: Do not use washers made from cheaper, softer, material; at this price, you can get something reliable and designed for the job.

I took off the neck, undid the truss rod nut, popped on two of the washers, and tightened up again. All good and I was able to reduce the relief.
